Dear Ladies and Gentleman,
We would like to introduce you with violation of human rights and discrimination, management and members of the Trade union organization of the Army of Montenegro (SOVCG) are facing.
Since September 28, 2010, when the initiative for establishing the Trade union organization at the Army of Montenegro (VCG) has started, until nowadays authorities at VCG and in the Ministry of defense (MO) severely opposed to tendencies for trade union organizing of employees at the Army, and their activities and work, as well.
Discriminatory behavior has been reflected through: Prohibition and full obstruction of trade union organizing; Pressures and blackmailing of members and management to give up of their membership in SOVCG; Prohibition of movement and trade union work; Establishing and supporting the parallel trade union for the purpose of opposing and putting SOVCG in the second plan; Full discrimination of trade union, where members of SOVCG and employees, who filed law-suits for exercising rights from employment, are treated as “disloyal citizens”, while on the other hand, parallel trade union is being provided full logistical support and other forms of support, and is affirm in media for what are used resources in VCG, and similar; Efforts of SOVCG for establishing communication with chiefs and for providing prescribed conditions for work are fully ignored; Pressures, blackmailing, mobbing and threatening, aiming at excluding employees from SOVCG and including in opposing trade union, committing all this through severe violation of system of commanding and official position; Pressures towards SOVCG management result in indirect but strong pressures towards membership and all employees through baseless judgment and the verdict to the president of SOVCG for severe violation of Law on the Army, when addressing via media; Drastic forms of replacing members of SOVCG from the General Staff in the Units of the Army, on significantly lower positions and positions that are not adequate to their rank and knowledge; Threats and blackmails towards individuals and overall units, using announcements on new systematization, as the mean of threat; Sending to enforced annual vacations with no explanation and real need; Pressures on employees to give up from filed law-suits, prohibition of addressing to higher institutions and courts; Threats on removing from duties and job positions and realization of threats on utterly degrading and illegal manner.
About pressures, which members of SOVCG and the very SOVCG face with, tells the fact that more than 100 members left SOVCG for a very short time. We documented large number of pressures and we are ready to introduce you with these cases, and public bodies as well.
We would also like to inform you that until nowadays, two criminal charges have been filed to competent Public Prosecution Office against responsible chiefs at the Army for violation of the Constitution, for pressures, blackmailing, and degrading of soldiers of Montenegro. For joining SOVCG, members were represented as enemies of the country and citizens.
According to information YIHR and USSSCG has, SOVCG respects the Constitution, legislation, and international standards in the area of its work, aware how specific organizing trade unions in security services is.
At the end, we would kindly ask you to understand our addressing as the appeal to help us, up to the extent of your possibilities, to prevail over difficult state, members of SOVCG are facing.
